Medicare beneficiaries frequently obtain supplemental insurance to fill gaps in Medicare coverage and cover Medicare’s out-of-pocket costs. Medicaid is the main source of supplemental insurance for the lowest income Medicare beneficiaries, but Medicaid’s eligibility rules exclude the 25% of beneficiaries who are considered “near poor,” leading to a coverage cliff among this group. This study explores how this coverage cliff differentially affects care for Black and Hispanic vs. White Medicare beneficiaries, and thus the effects of this cliff on health care disparities.
